Signs your panel needs a look

  • Breakers that trip often, especially when the AC and dryer run together.
  • A main breaker of 100 amps or less in a home with central AC, an electric range and more on the way.
  • A fuse box, or a panel with no open spaces where every new circuit needs a tandem breaker.
  • Warmth, buzzing, rust, scorch marks or a burning smell at the panel.
  • A Federal Pacific (Stab-Lok) or Zinsco label, and an insurer or home inspector asking about it.
  • Plans for an EV charger, a hot tub, a shop or a standby generator.

Heat, smell or scorching is urgent. See emergency electrician help.

Upgrade or replacement: what is the difference?

A replacement swaps the panel for a new one of the same size, often because of age, damage or brand. An upgrade raises the capacity, most often from 100 to 200 amps. An upgrade usually means a new meter base and service conductors too, and that brings in the utility.

  1. Load check

The electrician looks at your current panel and appliances, and what you plan to add, to size the new service.

  2. Written quote

The quote should say whether it includes the meter base, mast, grounding, surge protection and drywall or stucco patching.

  3. Permit and utility

The contractor pulls the permit and coordinates the disconnect with LP&L, Xcel Energy or South Plains Electric Cooperative.

  4. The swap

Power is off while the old panel comes out and circuits are moved, labeled and checked in the new one. Ask how long that takes.

  5. Inspection and reconnect

The city inspects the work, then the utility restores power and sets the meter if needed.

Federal Pacific, Zinsco and fuse boxes

Federal Pacific (FPE) Stab-Lok. The U.S. Consumer Product Safety Commission closed its two-year investigation of Stab-Lok breakers in 1983, saying its data did not establish that they pose a serious risk of injury, and noting its limited budget. Its advice was, "When in doubt, consult a licensed electrician." Some insurers still treat Stab-Lok panels as a hazard, and one insurer safety sheet describes test failures in a share of breakers. An electrician can evaluate yours.

Zinsco. No CPSC recall or official finding on Zinsco panels was found. Some insurers ask about older panel brands such as Zinsco and Federal Pacific, so ask your agent what they need.

Fuse boxes. A working fuse box is not automatically unsafe, but it may limit capacity and draw insurer questions. Oversized fuses and warm holders are a reason to call.

Lubbock specifics: AC load, older homes and LP&L

Housing era. ACS 2020–24 5-year estimates show a median build year of 1984 for Lubbock homes, with about 45% built before 1980 and about 28% in the 1960s and 1970s. Homes in Tech Terrace, Overton, Heart of Lubbock and Rush often carry original or early replacement panels, while many Kingsgate, Lakeridge and Kelsey Park homes are newer. In Slaton, the median build year is 1963 (same ACS series).

Summer load. Lubbock averages about 92 days a year at 90°F or hotter (NOAA 1991–2020 normals). Central AC running all afternoon, plus an electric range, dryer and water heater, can push a 100-amp service close to its limit. Adding an EV charger or standby generator often starts the panel conversation.

Meter base and LP&L. LP&L still delivers power and owns the meters, while your retail provider handles billing (since 2024). LP&L's published standards say only LP&L or its agents may move its meter, and new service work generally must pass a City of Lubbock inspection before LP&L connects it. Ask early who schedules each step. In Wolfforth, Shallowater, Slaton and Idalou, the towns list Xcel Energy; some rural areas are served by South Plains Electric Cooperative. Check your bill.

Storms. After the June 23, 2023 hail in Southwest Lubbock and Wolfforth, some owners found damaged masts and meter bases. If yours took a hit, the panel quote can include that repair.

Panel upgrade and replacement costs

National cost guides, dated 2025–2026, put a 100-to-200-amp upgrade around $1,300 to $4,500. The range depends on whether the meter base and service entrance are replaced. Your quotes come from independent Lubbock-area contractors, not this site. See all jobs in the Lubbock electrician cost guide.

Ask whether the quote includes the permit, the meter base, grounding and bonding updates, a surge protector, labeling and patching. Those items explain most of the gap between two quotes.

Texas rules in plain terms

Texas requires electrical contractors and electricians to be licensed by TDLR (Occupations Code Ch. 1305). Check any license at tdlr.texas.gov/LicenseSearch and look for the contractor's TECL number on the truck and the written proposal. TDLR lists a minimum of $300,000 per occurrence and $600,000 aggregate in liability insurance for electrical contractors, so ask for a certificate of insurance. Texas requires it; verify it.

A meter base and service entrance are licensed electrical work under Texas law. Do not attempt them yourself. Lubbock requires a homeowner permit and inspection even for an owner-occupied homestead (check with City of Lubbock Building Safety).

Questions about a license? TDLR answers at (512) 463-6599 or (800) 803-9202 (Texas only). This is general information, not legal advice.

The City of Lubbock enforces its adopted NEC with local amendments (the 2020 NEC per a 2024 ordinance); the state code moved to the 2026 NEC on Sept. 1, 2026. Confirm what applies to your job with the contractor and the city.

Questions to ask every panel contractor

  • What is your TECL contractor number? (Then look it up on TDLR's license search.)
  • Can you send a certificate of insurance before work starts?
  • Will I get a written, itemized quote that lists parts, labor and the permit?
  • Is there a trip or diagnostic fee, and does it come off the repair price?
  • What is your after-hours or weekend rate, if I need that?
  • Who pulls the permit, and is the permit fee in the quote?
  • Who schedules the inspection, and will I get a copy of the final?
  • Who coordinates the disconnect and reconnect with LP&L, Xcel Energy or South Plains Electric Cooperative?
  • How long will the power be off, and is the meter base included?

For in-home sales over $25, Texas generally gives a 3-business-day right to cancel (Bus. & Com. Code ch. 601); ask whether it applies to your contract. Do not pay in full upfront.

Frequently asked questions

How much does a 100 to 200 amp panel upgrade cost in Lubbock?

National cost guides (HomeGuide, Fixr) put a 100-to-200-amp upgrade around $1,300–$4,500, depending on whether the meter base and service entrance are replaced too. A same-amperage panel replacement runs about $518–$2,800. The City of Lubbock electrical permit starts at $50. These are estimates, not quotes; ask each contractor for a written, itemized price.

Are Federal Pacific Stab-Lok panels dangerous?

The CPSC closed its 1983 investigation of Federal Pacific Stab-Lok breakers, saying its data did not establish a serious risk of injury, while noting its limited resources. Some insurers still treat these panels as a hazard and may ask about them. A licensed electrician can evaluate yours and explain the options in writing.

Does my insurance company care if I have a Zinsco panel?

It may. No CPSC recall or finding on Zinsco panels was found, but some insurers ask about older panel brands such as Zinsco and Federal Pacific when writing or renewing a policy. Ask your agent what they need, and ask an electrician for a written evaluation if the insurer requests one.

Does LP&L need to be involved in a panel upgrade?

Often, yes, when the service size changes or the meter base is replaced. LP&L owns the meter, and its published standards say only LP&L or its agents may move it. The new installation generally has to pass a City of Lubbock inspection before LP&L reconnects. Ask your contractor who schedules the disconnect and reconnect, and how long the power will be off.

Should I replace a fuse box?

Many older homes still run on fuses. A fuse box is not automatically unsafe, but it may limit capacity, and some insurers ask about it. Warning signs include fuses that blow often, oversized fuses, warm fuse holders and too few circuits for modern loads. Ask a licensed electrician to evaluate it and quote both a repair and a replacement.
